Chapter One: Introduction
1.1 Background of the Study
Federalism is a system of government that divides power and authority between a central government and regional or local governments. In Nigeria, federalism has been a defining feature of the political landscape since the country's independence in 1960. The Nigerian federal system is characterized by a division of powers between the federal government, state governments, and local governments, each of which operates within its jurisdiction. However, the implementation of federalism in Nigeria has been the subject of debate, particularly in terms of how it affects local governance, political dynamics, and the development of local communities.
Bida Local Government Area (LGA) in Niger State provides an important case study of the interplay between federalism and local government politics. As one of the key LGAs in Niger State, Bida LGA faces unique political and governance challenges that are influenced by both the policies of the federal government and the actions of the state government. The relationship between the federal system and local governance in Bida is crucial for understanding how federalism impacts the political and administrative functioning at the grassroots level.
In Nigeria, the local government is the closest form of governance to the people, and it is expected to play a critical role in delivering essential public services, fostering community development, and ensuring political participation. 1.2 Statement of the Problem

1.7 Scope and Limitations of the Study
This study focuses on the impact of federalism on local government politics in Bida LGA, Niger State. The research will specifically examine the role of federal policies and state interventions in shaping the political and administrative functioning of the LGA. The scope of the study is limited to Bida LGA and does not extend to other local governments within Niger State or other parts of Nigeria.
The study will focus on the period between 2000 and the present, considering both historical and contemporary developments in local government politics. While the study aims to provide a comprehensive analysis, it is constrained by time and resource limitations, which may affect the depth of interviews or data collection. Additionally, access to sensitive political data and local government records may be limited due to political sensitivities and the complexities of federalism.
1.8 Operational Definition of Terms
• Federalism: A system of government in which power is divided between a central government and regional or local governments, each operating within its own jurisdiction.
• Local Government Politics: The political processes, structures, and practices related to the governance and administration of local government areas in Nigeria, including political decision-making, service delivery, and citizen participation.
• Autonomy: The ability of local governments to make independent decisions and control their own affairs without undue interference from higher levels of government.
• State Intervention: The involvement of state governments in the administration, decision-making, or financial matters of local governments, which may either support or hinder their autonomy and effectiveness.
